Morphology
The meaning is directly compositional: 'in' (inside/within) combined with 'tandem' (an arrangement of items/people one behind another) yields the idea of being in that arrangement — i.e. together or coordinated. This follows a regular preposition + noun pattern and similar expressions exist cross-linguistically, so a B1 learner who knows both constituents can infer the meaning.
Etymology
In tandem also comes from the same image of a tandem bike or two horses hitched one behind the other, because the riders or animals must pedal or pull together. So the phrase came to mean 'together' or 'in coordination'.
