Morphology

impertinent = pertinent (opaque) = im + pertinent

Although morphologically 'im-' + 'pertinent', the sense 'rude; disrespectful' is a historical semantic shift and is not predictable from the components for most learners.

Etymology

Impertinent also took a second meaning from the idea of 'not holding to' what is proper: in- 'not' plus pertinent 'holding to' became someone who did not show proper respect. So, impertinent can also mean 'rude' or boldly forward.
