Although historically derived from 'home' + '-ly', the sense 'unattractive, plain' has drifted away from the literal 'like home' meaning and is not easily predictable by learners from the components.

Etymology

Homely also came to mean 'plain' or 'not attractive' because being 'like home' suggested ordinary, everyday looks rather than something fancy, so when we call a person homely we mean they are plain-looking rather than beautiful.
