The meaning is directly compositional: 'critical' (analytical/evaluative) combined with 'review' (an evaluative essay) yields an evaluation of existing literature, so a learner who knows both words can infer the sense. This adjective+noun pattern is common cross-linguistically and follows standard English composition, making it immediately comprehensible to a B1 learner.
Etymology
Critical review in academic use mixes the same idea: critical (checking for strong and weak points) and review (a full look over earlier work). So a scholarly critical review is a long article that 'sums up' and 'judges' the existing research.
