The meaning 'in its current state' is directly derivable from 'as' (in the way that), 'it' (the situation) and the verb 'be'/'is'; the phrase simply states the way something currently is. This compositional 'as + pronoun + be' pattern is common and has close equivalents in many languages, so a B1 learner who knows the parts would readily infer the meaning.

Etymology

As it is comes from the simple image of leaving something as it is — seeing the situation 'in the state it is' rather than changing it. That's why we use it to mean 'given the actual situation'.
