The measure is transparently נגד dumping, but the base word dumping has a specialized trade meaning that is not fully predictable from dump alone.

Etymology

Antidumping comes from anti- 'against' plus dumping 'selling very cheaply abroad'. So an antidumping measure is a tax or rule used to stop those very cheap imports and protect local makers.
