A learner who knows 'ten' and 'commandment' can transparently infer 'a group of ten important rules' from the constituents, so the basic numerosity and rule-like nature is predictable. However, the specific cultural/religious reference to the canonical biblical laws given by God to Moses (the Judeo-Christian set) is not derivable from the words alone and requires background knowledge, so the expression is only partially transparent.
Etymology
The Ten Commandments come from a Bible story where God gave Moses two stone tablets on Mount Sinai with ten laws written on them. So, Ten Commandments now means a short set of very important 'rules' or 'laws' that people should follow.
