The parts 'silicon' (a material central to computer chips) and 'valley' (a geographic lowland) give a compositional hint that this is a place associated with technology, so a learner who knows both words may infer a tech-related region. However, the extended/metonymic sense referring to the global startup ecosystem, venture-capital culture, and a model of rapid innovation is culturally specific and not fully predictable from the constituents alone, so it is only partially transparent to a B1 learner.
Etymology
Silicon Valley is also used to mean the wider world of tech startups and investors. Because the original valley became famous for fast-growing tech firms and lots of investor money, people call other places 'Silicon Valley' to mean 'a model for tech startups and investment'.
