Although formed from the place name plus '-an', the figurative sense 'a helpful person' arises from a cultural/ biblical story (the Good Samaritan) and cannot be derived from the base morphemes alone.
Etymology
Samaritan also means a kind helper because of the Bible story 'the Good Samaritan', where a man from Samaria stops to help a wounded traveler, so today we call a helpful person a Samaritan.
