Morphology
Penstemon + fruticosus
The binomial combines the genus name Penstemon with the Latin epithet fruticosus (literally ‘shrubby’), so if a learner knows both elements the sense ‘a shrubby/low Penstemon’ is compositionally derivable. However, fruticosus is a Latin botanical adjective not familiar to typical B1 learners and requires domain-specific knowledge, so the transparency is only partial.
Etymology
Penstemon fruticosus comes from old Greek and Latin words: penstemon points to the flower's five inner parts, one of which has a small hairy 'beard' so the flowers were often called 'beardtongues', and fruticosus means 'bushy', which fits the plant's low, bushy growth and showy flowers.
