The meaning 'the variety of Spanish spoken in Mexico' is directly and transparently derived from combining 'Mexican' (relating to Mexico) with 'Spanish' (the language). This simple adjective + noun composition is common cross-linguistically and would be immediately comprehensible to a B1 learner who knows both constituent words.
Etymology
Mexican Spanish simply means the Spanish spoken in Mexico. It grew when Spanish brought by people from Spain mixed with local languages and Mexican ways of speaking. So Mexican Spanish means 'Spanish with Mexican sounds, words and expressions'.
