Morphology
The phrase is compositionally built from 'lower' + 'Egypt' so a learner can infer it refers to a part or region of Egypt, which gives some immediate sense. However, the conventional meaning — the northern Nile Delta called 'Lower Egypt' because it is downstream — relies on historical/geographical convention (river-flow orientation) that is not obvious to most B1 learners, so the mapping is only partly predictable.
Etymology
Lower Egypt takes its name from the Nile river: because the river flows north, the land near the sea is the lower part of Egypt, not the south. That's why Lower Egypt means the northern area where the Nile meets the sea.
