This is a proper-name label for a religious movement and its members, not a compositional phrase whose meaning follows from the parts. 'Hare' here is a Sanskrit/vocative form (not the English word for rabbit) and knowing 'Krishna' as a deity does not allow a B1 learner to infer 'a follower/member of the Hare Krishna movement' from the constituent meanings alone. Because the sense is lexicalized and culturally specific, it is unpredictable from the parts and thus opaque.
Etymology
Hare Krishna comes from a short chant used in Hindu worship. The chant repeats the words Hare, a call to divine energy, and Krishna, the god, so people say it as a prayer to praise or call Krishna.
