The compound is compositional: 'China' modifies 'rose' to indicate a type or variety associated with China, so a B1 learner who knows both words will reasonably infer it refers to a Chinese flower or flowering shrub. Although botanically the plant is a hibiscus rather than a true rose, the form and meaning are directly derivable from the constituents and similar expressions (e.g. 'rose de Chine') occur cross-linguistically, making it transparent.
Etymology
China rose comes from real roses that were brought to Europe from China long ago; gardeners noticed these roses could 'bloom again and again' in the same year, unlike local roses. Because gardeners used them to make new kinds of garden roses, the name stuck and now often means that species.
