Beverly Hills is a lexicalized place name whose socio-cultural meaning (a wealthy, entertainment-linked city) depends on world knowledge rather than the literal meanings of its parts. A B1 learner who knows 'hill' (a small elevation) and the form 'Beverly' (a proper name) would at best infer a geographic area of hills but would not predict the specific cultural associations, so the expression is not compositionally transparent.
Etymology
Beverly Hills was named by an early owner after his hometown Beverly, and because the land had small hills the name fit. Later many movie stars and fancy shops moved there, so Beverly Hills came to mean 'rich and famous'.
